Title
APPROVE COASTAL PARTNERSHIP INITIATIVE (CPI) GRANT APPLICATION TO INSTALL TIDAL BACKFLOW PREVENTION VALVES ON OUTFALL PIPES IN THE CITY OF DELRAY BEACH
Body
Recommended Action:
Recommendation
Motion to approve and allow the Public Works department to submit a CPI grant application to the Florida Department of Environmental Protection (FDEP) for $60,000.
Body
Background:
The city owns stormwater outfall pipes along the Intracoastal Canal in many places, including at Marine Way and SE 1st Street where rubber duck bill valves installed to prevent seawater backflow into City’s stormwater piping system are not functioning properly because of deterioration caused over time by the constant exposure to saltwater, barnacles, and the sun. City’s standard Wapro in-line check valves are needed to replace the existing valves that are no longer operating.
FDEP is offering a grant opportunity through the CPI for up to $60,000 to fund improvements that create resilient communities. No cash match is required for this grant, all matching will be provided as salary and benefits of city staff. This project will protect areas of the city from nuisance flooding caused by high tide events.
City Attorney Review:
Approved as to form and legal sufficiency.
Funding Source/Financial Impact:
CPI/No financial impact since match fund is 100 percent provided by internal staff salaries and fringe benefits.
Timing of Request:
The timing of this request is of high importance because the deadline to submit CPI grant application is 10/15/2021.
