Approve an Independent Contractor Agreement (Agreement) with Sunflower Landscaping and Maintenance, Inc. (Sunflower) for the provision of Landscape Services for the CRA-owned properties located at 182 & 186 NW 5th Avenue in an amount not to exceed $54,697.50.

Body
Background:
On July 23, 2024, the CRA Board approved a Work Assignment with AGTLAND, P.A. to provide Landscape Architectural Services for the properties located at 182-186 NW 5th Avenue (Subject Properties). Following the completion of landscape enhancement plans, CRA staff obtained three (3) proposals for Landscape Services based on the plans provided.

The landscape enhancement plans call for removal of invasive plant species, sod replacement, tree pruning, installation of landscape bed weed barriers, and installation of new native and non-invasive plants. See Exhibit A for landscape enhancement plans.

Sunflower has provided a proposal for Landscape Services that meets the needs and goals required of the CRA and conforms to the landscape enhancement plans (as confirmed by AGTLAND, P.A.) while maintaining the lowest bid price. See Exhibit C.

The Subject Properties are just off West Atlantic Avenue located along Historic NW 5th Avenue commercial corridor within “The Set”, and within the West Settlers Historic District of the City of Delray Beach. The site consists of two (2) structures on the City of Delray Beach’s Local Historic Register and serve as recognizable anchors at the north end of NW 5th Avenue.
