Motion to approve the design for the Beach Area Master Plan, as presented or with modifications as directed by the City Commission, providing authorization to the consultant to proceed with preparing final design documents and required permit applications.

Background:
EDSA, Inc. was selected in May 2016 to design and manage the construction for the Beach Area Master Plan. The design is based upon the conceptual Beach Area Master Plan recommendations from the beach design charrette on November 4, 2009; which was presented to the City Commission on May 18, 2010. Since approval of the contract, EDSA has completed the required survey work and developed a preliminary design. Pre-application meetings have been held with the Florida Department of Transportation, the Florida Department of Environmental Protection, and the Florida Fish and Wildlife Conservation Commission. The DSMG reviewed the design on June 9th and provided guidance to the consultant. A public outreach meeting was held on June 30th with stakeholders to obtain input on the preliminary design prior to presentation to the Commission for discussion and approval.
Finance Department Review:
Finance recommends approval. The EDSA design work is expected to cost $ 464,350, with $ 2,535,650 remaining for the completion of the project.

Timing of Request:
This project is on an accelerated schedule and Commission approval of the design at this time is necessary in order to stay on schedule, proceed to the permitting process, and begin construction later this summer.
