Background:
The City performed a Stormwater Rate Study to assess the City's existing stormwater rate structure and provide recommendations for improvement in FY 2023. The stormwater rate study findings, recommendations and options for future rate structure and rates were presented to City Commission on April 18, 2023. On May 16, 2023, the City Commission enacted Ordinance No. 18-23 establishing a new rate structure and process for implementing the annual Stormwater Non-Ad-Valorem (NAV) Assessment.
Stormwater NAV assessment rates need to be increased in order to fund projects identified in the 2019 Stormwater Master Plan aimed at addressing climate change impacts, flood control measures, drainage infrastructure enhancements, and compliance with evolving regulatory requirements including the MS4 National Pollutant Discharge Elimination System (NPDES) under the Environmental Protection Agency (EPA).
The current Stormwater Billing Unit (SWU) rate is $1.93/month or $23.17/year.
