Recommendation

Recommended Action:

Special Events Technical Advisory Committee (SETAC) recommends the Development Service Management Group (DSMG) deny the special event known as 1st Annual Artist Alley Street Painting Festival & Soapbox Derby 2025 to be held on July 25-26, 2025.

Body

Background:

Delray Concours Foundation submitted a Special Event Application on July 29, 2024 to  hold a street painting festival and soapbox derby on NE 3rd Ave and Artist Alley.  The application was reviewed by SETAC on August 8, 2024. This event is a free family festival of art & culture while raising funds to benefit Delray Beach First Responders and youth charities.

Special Event Technical Advisory Committee (SETAC):

SETAC was unanimous in their vote to recommend denial of this application. Fire Department was concerned that the location is too small for artist space on the street and pedestrian traffic to observe.  It was also indicated that there is no room for a fire lane and that a fire lane could not be accessible with a structure built for a soapbox derby. Parks and Recreation stated that the event had too many diverse activities running simultaneously .  The timeline for the days show bed races, go cart races and a soapbox derby along with the street painting.

Funding Source/Financial Impact:

There would be no financial impact to the city as the event producer would be billed for all costs

Timing of Request:

The event producer needs to be notified of denial.
