Motion to Approve on first reading Ordinance No. 23-16, amending Chapter 32 and Chapter 135 of the City Code of Ordinances that established the qualifications for board memebers for the City of Delray Beach.

Background:
By direction from the City Commission at their meeting on July 12, 2016, City staff has prepared an ordinance to amend Chapter 32 and Chapter 135 of the City Code to change the criteria for the qualifications for Board members. This amendment pertains to the Planning and Zoning Board, Site Plan Review and Appearance Board, the Board of Adjustment and the Historic Preservation Board. The change will require all board members to be an elector of the City of Delray Beach. In the event that an elector is not available, then the appointing body will have the ability to appoint a non-elector who meets the professional qualifications as described for that board.

Approved as to form and legal sufficiency.
