Motion to approve a purchase order to Municipal Emergency Services Inc. for 65 Active Shooter Kits in a not-to exceed amount of $79,000.

Background:
In response to the increase in mass shooting incidents involving Emergency Service personnel, the State of Florida entered into Contract Number 680-850-11-1 for Body Armor on January 30, 2011. The contract was renewed for a two year term through January 29, 2017. Municipal Emergency Services, Inc. has extended State Contract pricing to the City for the purchase of bullet proof vests for the Fire Department. FEMA experts are suggesting that all firefighters across the United States be armed with bullet proof vests in hopes of saving more lives when responding to mass shootings and other critical incidents. The occurrence of active shooter and mass casualty incidents has created a strong argument for making ballistic protection equipment available to firefighters/paramedics. The current train of thought seems to center on providing ballistic protection equipment to firefighters/paramedics that may be deployed during a tactical response to these incidents but, only for the purposes of casualty/survivor recovery and only with law enforcement officer protection.

As with any life-threatening traumatic injury the greatest opportunity for life saving intervention is early on. The purchase of ballistic protection equipment for Delray Beach Fire Rescue will afford victims optimum survivability as fire rescue personnel can work in conjunction with law enforcement to gain access to patients in a safer and time sensitive manner.
