14TH ANNUAL WITCHES OF DELRAY BEACH CHARITY BIKE RIDE : RECOMMENDATION OF THE DEVELOPMENT SERVICES MANAGEMENT GROUP OF THE CITY OF DELRAY BEACH, FLORIDA, TO THE CITY COMMISSION FOR AN IMPACT EVENT KNOWN AS "14TH ANNUAL WITCHES OF DELRAY BEACH CHARITY BIKE RIDE" TO BE HELD ON OCTOBER 25, 2025 IN DOWNTOWN DELRAY BEACH, BEGINNING AT CITY HALL GOING NORTH TO 3RD STREET THEN EAST TO SWINTON AND MAKING A RIGHT ON TO SWINTON TO ATLANTIC. GOING EAST ON ATLANTIC TO THE COLONY. WILL TURN AROUND AT THE COLONY GO BACK WEST TO 2ND AVENUE, GO NORTH ON 2ND AVENUE TO 3RD STREET TURN AROUND AT THE ROUNDABOUT BACK SOUTH TO END AT OLD SCHOOL SQUARE.

Recommended Action:
The Development Services Management Group (DSMG) is asked to make a recommendation to the City Commission regarding the Impact Event known as 14th Annual Witches of Delray Beach Charity Bike Ride to be held on Saturday, October 25, 2025. This event is deemed an Impact Event due to a requested closure of the major roadways of Atlantic Avenue between Swinton Avenue and 5th Avenue, and Swinton Avenue between NE 3rd Street and Atlantic Avenue.

Background:
The Achievement Centers for Children & Families submitted a Special Event Application on March 12, 2025 for the 14th Annual Witches of Delray Beach Charity Bike Ride. This event has been going on for the past 13 years in Delray Beach. It last took place in 2024 without any issues. This event is to raise funds for the Achievement Centers for Children & Families, A Delray Beach non-profit that has been providing quality affordable childcare for 54 years. The attendance will be capped at 300 riders. The event last year was moved back to Atlantic Ave down and ending along side the Green Market at Old School Square. The ride will take place from 8:30am - 10:00am.
