Background:
Pursuant to Commission direction please find attached proposal from Conrad & Scherer to provide interim city attorney legal services utilizing Mr. Noel Pfeffer and Mr. Michael Dutko.
Scope:
Normal legal services associated with the office of the City Attorney (see exhibit A)including attending City Commission meetings, workshops and attorney client sessions special City Commission meetings when deemed necessary. Review and approve as to form ordinances and, resolutions and contracts presented to Commission for approval. Manage and direct staff of the City Attorney’s office. Meet or attend conference call weekly with the City Manager and other staff as required. Provide legal advice to the City Commission and to participate in conference calls with individual City Commission members concerning the agenda and or ethics inquires. Monitor and report on the services of outside legal counsel. Meet with City Manager and staff as needed. Maintain on-site office hours of no less than 8 hours per week. Prepare RFP for permanent City Attorney service. Provide Special Legal Services as requested (services not contemplated in Exhibit A) at the rate of $250/hour.
Time Period:
Not to exceed 120 days commencing July 13, 2016 (ending date approximately November 13, 2016). Agreement can be terminated at the will of the City and by 30 days’ notice by the firm.
Designated Personnel: Noel Pfeffer is primary attorney and Michael Dutko is alternate/back-up.
