Motion to approve Service Authorization No. 12-14 with Wantman Group, Inc. in the amount not to exceed $11,929 for the professional engineering services related to the design and permitting for the installation of an Americans with Disabilty Act (ADA) compliant beach access walkway located to the east of the Atlantic Avenue Pavilion (Project No. 16-075).

Background:
The City has received numerous citizen requests for ADA compliant access walkways to the municipal beach. One of the most popular access points is the pavilion at Atlantic Avenue and A1A. This area currently has wood planks in the sand allowing for disabled visitors to traverse the dune. These planks have been in place for many years and have exceeded their useful life. The walkway is difficult to traverse safely and requires replacement. Access beyond the edge of the dune to the ocean is possible with specially adapted wheelchairs provided upon request by the City's Ocean Rescue staff. The City's strategy is to install an ADA compliant walkway which will allow individuals with disabilities to get closer to the water. The walkway will begin at the east side of the pavilion, traverse the dune, and continue toward the ocean. The walkway will be removable and stored off-site in case of storms or other adverse conditions.

The recommended walkway will be environmentally friendly and installation will not impact dune vegetation. The proposed walkway is consistent with the City's recently updated Coastal Dune Management Plan. In order for the ADA w...
