Motion to approve Resolution No. 206-25 approving an agreement with Fast-Dry Courts, LLC for Clay Tennis Court Resurfacing on an as needed basis, pursuant to Invitation to Bid 2025-050 in a not to exceed amount of $2,136,500 and authorizing the City Manager to execute any amendments and or renewals.

Background:
The CIty of Delray Beach has two tennis centers with a combined total of thirty-eight (38) Har-Tru clay tennis courts. Delray Beach Tennis Center located at 201 W. Atlantic Blvd has fourteen (14) sub-irrigated Har-Tru clay tennis courts and the Delray Swim and Tennis Club located at 2350 Jaegar Dr. has twenty-four (24) irrigated Har-Tru clay tennis courts. To ensure safety, playability, and to meet American Sports Builders Association (ASBA) guidelines, replenishing material, patching, re-lining, and resurfacing are necessary maintenance items which align with the United States Tennis Association's (USTA) best practice guidelines for fair and safe competition through good court conditions.
On August 1, 2025, Invitation to Bid 2025-050 for Tennis Clay Court Resurfacing was advertised and two bids were received. Fast-Dry Courts, LLC was deemed the lowest, responsive, responsible vendor.
This motion is in accordance with Code of Ordinances Chapter 36 Commission Approval Required and Purchasing Policies and Procedures Manual Section 12 Purchasing Authorization Levels Purchases of $65,000 or Greater.
