Background:
We are pleased to submit the Annual Comprehensive Financial Report (ACFR) of the City of Delray Beach, Florida, for the fiscal year ended September 30, 2023. Local governmental entities located in Florida are required by law (Section 218.39, Florida Statutes) to have an annual financial audit. This document is published to fulfill that requirement, as well as to provide transparency and accountability to our community, customers, and business partners.
Marcum LLP, Certified Public Accountants, have issued an unmodified opinion on the financial statements of the City of Delray Beach for the year ended September 30, 2023. The independent auditor’s report is located at the front of the financial section of this document. Management’s Discussion and Analysis (MD&A) immediately follows the independent auditor’s report and provides a narrative introduction, overview, and analysis of the basic financial statements. MD&A complements this letter of transmittal and should be read in conjunction with it.
