Motion to Approve Resolution No. 248-25 to award an HBC Engineering Company for Construction Engineering and Inspection Services for the Brant Bridge Lindell Loop Connector Project (Public Works Project No. 20-015) pursuant to RFQ No. 2025-030 in the amount of $552,240.09; authorizing the City Manager to execute any amendments and/or renewals thereto and take any and all actions necessary to effectuate the intent of this resolution; providing an effective date; and for other purposes.

Background:
Following from a 2018 application, the City of Delray Beach (City) was awarded a federally-funded grant by the Transportation Planning Agency of Palm Beach County (TPA) under its Local Initiatives Program for “widening and/or restriping roadways to provide designated bike lanes, construction of pedestrian facilities, shared use paths, greenway/trail corridors bike and pedestrian supporting facilities” for Lindell Boulevard Loop Connection to Brant Bridge (along Blue Jay Turn, Carl Bolter Drive & Avocet Road).
The project is a Complete Streets initiative which will enhance environments for all road users, including motorists, cyclists, and pedestrians. The project will include shared-use paths and/or sidewalks. ADA accessibility will be improved with the installation of curbs and ADA ramps.
