Motion to inform the City Commission that staff have revised the Local Housing Assistance Plan (LHAP) for the new SB 594 signed into law effective July 1, 2026. All SHIP jurisdictions must now include a dedicated strategy addressing manufactured housing within their LHAP.

Background:
On June 26, 2026, Governor Ron DeSantis signed SB 594 into law, with an effective date of July 1, 2026. This legislation formally amends the State Housing Initiatives Partnership (SHIP) Program and imposes new requirements beginning in Fiscal Year 2026-2027. These changes directly impact the City’s Local Housing Assistance Plan (LHAP) and require the development of a new strategy focused on manufactured housing and mobile home communities.
Requires every LHAP to include a strategy to address Manufactured housing (mobile homes) The new strategy must include:
1. Relocation assistance for owners/tenants who have been evicted due to the closure of a mobile home park
2. Lot rent assistance to owners of manufactured housing/mobile homes not to exceed six months
3. Rehabilitation/emergency repairs
