Motion to award a three year Agreement to Thompson Consulting Services, LLC for Emergency Debris Removal Monitoring Services

Background:
On June 20, 2016, a Request for Proposals No. 2016-058 was advertised for Emergency Debris Removal Monitoring. The resulting Agreement establishes a pre-need, pre-event contract with a qualified and experienced emergency debris removal monitoring firm to provide services to the City in the event of a disaster or emergency incident such as a hurricane. On August 23, 2016, City Commission authorized staff to enter into contract negotiations with Thompson Consulting Services, LLC.
Due to the variable and unpredictable nature of this contract, a not-to-exceed authorization amount cannot be determined. However, services will be charged at the hourly rates provided by Thompson Consulting Services, LLC which are incorporated into the Agreement and are firm for the three year term of the Agreement. The Agreement has provisions for two additional one-year renewal terms.
This motion is in accordance with Code of Ordinances Section 36.02 (A)(2) Sealed Competitive Method, “Request for Proposals, Requests for Qualifications, Requests for Letters of Interest.”

Timing of Request:
We are in hurricane season, and an emergency debris removal monitoring contractor is required in order to be considered for reimbursement.
