Approval of Resolution No. 80-25, to award an Agreement with Matheson Tri-Gas, Inc., for supply and bulk delivery of liquid carbon dioxide, pursuant to City of Delray Beach Solicitation ITB 2025-027, in a total contract value not to exceed $1,756,695.

Background:
On February 21, 2025, the City of Delray Beach (City) issued Solicitation ITB 2025-027 for Carbon Dioxide Liquid Bulk Supply and Delivery. A total of twelve (12) vendors viewed the bid. On March 19, 2025 the City received one (1) response to the bid. Matheson Tri-Gas was the sole and only responsive and responsible bidder, at a set price of $2.49/gallon. This price is 5% lower than $2.63/gallon under previously awarded Solicitation ITB 2021-024, offering an overall cost savings of $155,055. The bid award provides an initial term of the agreement for three (3) years, with two (2) additional one-year renewal terms valid through May 4, 2030.
The Water Treatment Plant (WTP) uses liquid carbon dioxide (CO2), a critical gas in the operation of its water treatment process to achieve lower pH levels of water following the lime softening treatment process. It also assists in maintaining regulatory compliance with Florida Department of Health (FLDOH).
Should the City exercise the renewal options provided in the Agreement, the cumulative estimated contract value through the term of the contract is provided below.
