Motion to authorize and approve Resolution #86-25 to the  City’s Housing Assistance Programs for Fiscal Years 2025-2028, pursuant to Title 1 of the Housing and Community Development Act, Section 119 of the Housing and Community Development Act of 1974 and City’s Family/Workforce Housing Ordinance of the Land Development Regulations  allowing the City Manager to expedite the process of awarding said agreements for City's Housing Programs.

Background:

For the past thirty-two (32) years, the City has received funds under the Community Development Block Grant (CDBG) as an entitlement community from the Unites States Housing and Urban Development, Urban Development Action Grant (UDAG), Workforce Housing (WFH) Program and State Housing Initiatives Partnership (SHIP) Program funds. All programs have developed plans similar to the Local Housing Assistance Plan (LHAP) outlining how the City plans to administer funds once they are received. The Neighborhood Services Division staff administers the program strategies under the approved plans, assisting Delray Beach residents with homeownership, housing rehabilitation, rental and foreclosure prevention opportunities. Most recently, resolutions 241-24 was approved granting authority to City Manager to approve housing rehabilitation program awards up to $85,000.

FISCAL IMPACT/FUNDING SOURCE

Community Development Block Grant (CDBG), Urban Development Action Grant (UDAG), Workforce Housing (WFH) and State Housing Initiatives Partnership (SHIP) funds budgeted in the FY25-28 budget
