RESOLUTION 2026-16 - APPROVE A PURCHASE AND SALE AGREEMENT AND A FUNDING ASSISTANCE AGREEMENT BETWEEN THE DELRAY BEACH COMMUNITY REDEVELOPMENT AGENCY AND THE DELRAY BEACH COMMUNITY LAND TRUST, INC. FOR THE DISPOSITION OF THREE CRA-OWNED VACANT LOTS LOCATED AT 630, 704, & 708 SW 4th STREET, FOR THE DEVELOPMENT OF AFFORDABLE /WORKFORCE HOUSING.

Recommendation
1. Approve a Purchase and Sale Agreement between the Delray Beach Community Redevelopment Agency and the Delray Beach Community Land Trust, Inc. for the purchase of three (3) properties located at 630, 704 & 708 SW 4th Street for a total purchase price of $15,000 for the development and construction of three (3) affordable/workforce single family homes pursuant to the Request for Proposals CRA No. 2026-01, in a form legally acceptable to the CRA Legal Counsel;
AND
2. Approve a Funding Assistance Agreement between the Delray Beach Community Redevelopment Agency and the Delray Beach Community Land Trust, Inc. for construction of infrastructure improvements, development and construction permit fees, and construction financing as permitted by the Request for Proposals CRA No. 2026-01 for the development and construction of three (3) affordable/workforce single family homes pursuant to the Request for Proposals CRA No. 2026-01, in a form legally acceptable to the CRA Legal Counsel;
AND
3. Authorize the CRA Board Chair to execute any and all related documents in a form legally acceptable to the CRA Legal Counsel.
