Motion to Delegate authority to the City Manager to approve contracts for the repairs to OSS, as outlined, not to exceed 1.1 million dollars in total cost. This will allow for the expediting of the necessary inter-local agreements with the CRA to provide the additional funding required and to require the City Manager to provide to the City Commission a written report within five days of authorizing work to commence, detailing the work to be done, cost and contract requirements.

Background:
The staffs of the City, CRA, Old School Square (OSS), and community have been discussing the needed repairs for OSS for quite some time. In the FY15/16 budget there is approximately $500,000 budgeted for repairs to OSS in the City’s and the CRA budget. However, based upon estimates approximately 1.1 million will be needed depending upon the extent of roof repairs (please see attached estimate from City Engineer, email on 05/24/16). Overall to address building and site repairs approximately 2 million dollars may be required. In discussion with the CRA and additional $600,000 is available to be utilized at OSS due to projects not going forward or not started in FY15/16.

The purpose of the memo is to request delegation of authority from the Commission for the City Manager to authorize the work to repair the roof, the exterior of the building, paint the building and make lighting improvement not to exceed $1.1 million dollars in total cost. This delegation would require the City Manager to provide a written report to the Commission of actions taken by the City Manager within five working days of any approval or authorization of work.
