Background:
Following from a 2018 application, the City of Delray Beach (City) was awarded a federally-funded grant by the Transportation Planning Agency of Palm Beach County (TPA) under its Local Initiatives Program for “widening and/or restriping roadways to provide designated bike lanes, construction of pedestrian facilities, shared use paths, greenway/trail corridors bike and pedestrian supporting facilities” for Lindell Boulevard Loop Connection to Brant Bridge (along Blue Jay Turn, Carl Bolter Drive & Avocet Road).
The project is a Complete Streets initiative which will enhance environments for all road users, including motorists, cyclists, and pedestrians. The project will include shared-use paths and/or sidewalks. ADA accessibility will be improved with the installation of curbs and ADA ramps. Milling and resurfacing and pavement markings will be completed along the entire corridor. Pedestrian scale-lighting will be included where share path is installed along Blue Jay Turn, Carl Bolter Drive & Avocet Road. Drainage with implementation of exfiltration trenches and swales will be improved along the project as needed. Sanitary sewer lining and rehabilitation will be incorporated along Carl Bolter Drive. All mentioned work will be completed within the existing right of way....
