Motion to approve Resolution No. 162-26 approving the addition of analytical services to the consultant services exemption from the competitive process outlined in the City’s Purchasing Policies and Procedures Manual.

Background:
The City’s Purchasing Policies and Procedures Manual (PPPM) exempts "Consultant/Professional Services" from competitive solicitation valued up to $100,000. According to the PPPM, Consultant Services means "those services within the scope of practice of actuaries, attorney business consultants, computer programmers, copywriters, developers, efficiency expert, executive search firms, facilitators, public relations, recruiters, real estate brokers, translators, and planners.”
Staff recommends that the City Commission make a determination that analytical services to conduct studies commissioned by the City Commission and/or the City Manager are “consultant services” exempt from the competitive process. This will enable staff to contract with professional consultants to conduct studies as may be needed. More in depth studies, in excess of $100,000, would remain under the competitive selection process.
