Background:
In 2016, the CRA funding to the City of Delray Beach (City) to complete the Housing Study, which was prepared by Metrostudy. The purpose of the study was to assess the current and future housing needs of the City based on market-based observations and conclusions to assist the City. As a result of the study, the City is embarking on a Housing Needs Assessment to provide a more detailed analysis of the current housing inventory in the City as well as the future inventory needs. The study will assess the condition of the current housing stock throughout the City, the CRA District and Community Development Block Grant target area, including both rental and for-sale properties, and single-family as well as multifamily units. The findings would be used to help determine demand, areas of focus, and development options, as well as the roles of the various public, private, and nonprofit organizations that create housing throughout the city.

The attached Interlocal Agreement is required for the CRA to assist with the funding of the Housing Needs Assessment. Since this will be a citywide housing assessment and given the City and CRA’s affordable housing initiatives, the CRA’s proportionate cost will be 50% of the total cost or an amount not to exceed $15,000. An RFP will be prepared in search of a qualified consultant to complete the Housing Needs Assessment which will be brought for approval following current purchasing procedures.
