Motion to Approve the appeal and reverse the original Site Plan Review and Appearance Board (SPRAB) denial of the Class V Site Plan, Landscape Plan, Terminal Landscape Island Waiver and Perimeter Landscape Island Buffer Waiver as presented with the staff recommended conditions made on June 8, 2016 for the 405 North development proposal.

Background:
At its meeting of June 8, the SPRAB considered a Class V Site Plan, Landscape Plan, Architectural Elevations, Terminal Landscape Island Waiver and Perimeter Landscape Buffer Waiver associated with demolition of an existing one-story office building and construction of a new two-story office building with associated parking located at 405 SE 5th Avenue.

SPRAB denied the Terminal Landscape Island Waiver (3-3), Perimeter Landscape Buffer Waiver (1-5), Class V Site Plan (0-6) and Landscape Plan (0-6) siting concerns with the impacts to the adjacent single family residence abutting the property on the north and east sides. The Architectural Elevations were approved as presented by a vote of 5-1.

The action requested of the City Commission is to consider an applicant appeal of a Site Plan Review and Appearance Board (SPRAB) denial of the Class V Site Plan, Landscape Plan and two waivers to landscaping requirements in LDR Section 4.6.16(H)(3)(i), whereas nine foot terminal landscape islands are required and a 2’0” landscape island is proposed for a 2-space parking row adjacent to the west side of the building and LDR Section 4.6.16(H)(3)(a), whereas a minimum 5’0” perimeter buffer is required adjacent to vehicular use areas and a 2’4” buffer is p...
