Recommendation
1. Accept the Solid Waste Authority of Palm Beach County’s Blighted and Distressed Property Clean-Up Grant award of $80,000, for the clean-up of the CRA-owned property located at 235 SE 2nd Avenue; and

2. Authorize the Delray Beach Community Redevelopment Agency Board Chair to execute an Interlocal Grant Agreement by and between the Solid Waste Authority of Palm Beach County and the CRA in an amount not to exceed $80,000.

Background:
On September 22, 2025, Delray Beach Community Redevelopment Agency (CRA) staff submitted a grant application in response to the Solid Waste Authority (SWA) of Palm Beach County’s Blighted and Distressed Property Clean-up and Beautification Grant Application (Grant). The CRA requested $80,000 for the demolition of a dilapidated and unsafe warehouse structure at 235 SE 2nd Avenue for future redevelopment of affordable industrial commercial space for small, local businesses, the removal of demolition products, rubble and other debris, and completing the necessary post-demolition activities, including grading the lot, sodding, and fencing.
At the October 8, 2025, SWA Board meeting, the CRA’s Grant application was approved for the full amount of $80,000.
The SWA Grant funds will help advance the CRA mission of eliminating slum and blight and will also improve the quality of life and provide a safer, healthier and more aesthetically pleasing built environment for the residents of the City of Delray Beach.
