The OSAC is asked to discuss potential parameters, conditions, and processes for the granting of funds available to the City for drug prevention educationj through a settlement agreement with the Caron Foundation with the end result of a recommendation to the City Commission on these items.

Background:
In 2012, the Caron Foundation, a non-profit provider of recovery and other services agreed to a settlement agreement over a number of issues with the City of Delray Beach. Through this settlement, Caron agreed to pay the City an annual sum equal to the amount of ad valorem real estate taxes assessed for the two properties they owned. Further, Caron, agreed to provide substance abuse training and education to community partners and schools in lieu of school board taxes.
In 2015, Caron divested themselves of the operations attributed to Henley Center that provided the operational capacity to provide the in-kind substance abuse training and education to the community partners. This was followed by a request to amend the City’s Caron Settlement Agreement and Consent Order to provide additional payments to the City in an amount equal to what would have been paid to the School Board in property taxes. All of the amounts collected were then to be utilized by the City to provide this training and education.
Some of the funds were utilized for grants to outside organization, however, the City has not utilized these funds for some time and now has $947,566 available to expend on substance abuse training and education to the community partners.
