Review and consider Resolution 42-25, approving an Impact Event known as the 4th Annual Delray Beach Concours d'Elegance to be set up on April 25-26, 2025 and held April 27, 2025 in and around the Old School Square Campus.

Background:
The Delray Beach Concours Foundation is seeking to host the 4th Annual Delray Beach Concours d'Elegance event in and around the Old School Square Campus. The event is designed exactly to the previous version set up on April 20, 2024 and held April 21, 2024. The event will feature both classic and luxury vehicles, vendors, and entertainment on the grounds of Old School Square and on NE 2nd Avenue and NE 1st Avenue. This event is deemed an "Impact Event" under the City's Special Event Policy as one of the conditions of this determination is an event in which more than 3,500 persons are anticipated to attend on any one day. Delray Concours Foundation indicated in their Special Event Application that they anticipate an attendance of 5,000 persons.
Delray Beach Concours submitted a Special Event Application on January 15, 2025. The Special Event Technical Advisory Committee (SETAC) met on January 23, 2025 and recommended approval of the event. Development Services Management Group (DSMG) met on February 13, 2025 and also made a recommendation for approval of the event.
