Motion to Approve the ranking for RFQ 2016-062 to Calvin Giordano & Associates, Inc. and for staff to enter into negotiations for a contract which will be brought before the Commission for final approval.

Background:
On February 23, 2016 RFP 2016-062 was issued to obtain proposals from firms for the Comprehensive Plan Consultant for the City. Two responses were received. The selection committee conducted an in-depth review that included presentations followed by questions and answers with both of the proposers. The proposals were evaluated based upon the criteria in the RFP. The selection committee's ranking is as follows:
1. Calvin Giordano & Associates (CGA). - 566 points
2. NZ Consultants, Inc. (NZ) - 564 points
The committee scores excluding price were 493 points for Calvin Giordano & Associates and 457 points for NZ Consultants. NZ’s overall score was benefitted by the price proposal, but not enough to counter the difference in the other criteria. In addition, several of the committee members voiced concern that NZ Consultants did not fully account in their price proposal for the effort and time for public meetings, website, surveys, plan drafts and analysis that are expected for the project. For example, using a conservative hourly rate of $100, the person hours for NZ Consultants would be 980 hours vs. 2,673 hours for Calvin Giordano. The project includes an extensive outreach program, five new chapters for the plan, and will require multiple steps to adopt which is anticipated to require significant time resources.
