Approve a ratification and amendment to the Site Development Assistance Funding Assistance Agreement for Blanc Beauty Salon Hair and Nail, Inc. for the improvement project located at 26 NW 6th Avenue, CRA Subarea #3., to increase the funding assistance amount and to extend the termination date.

Background:
Blanc Beauty Salon Hair and Nail Inc was formed over 30 years ago by Co-Owners, Norcibien Monhomme and Chantal Reinfort-Monhomme (Grantee). They have secured a multi-year lease at 26 NW 6th Avenue with Hatcher Construction and Development (Hatcher) and have renovated the 900 square foot leased space to meet the needs of their hair and nail salon.

At the November 16, 2023, CRA Board Meeting, the CRA Board approved a Site Development Funding Assistance Agreement for an amount not to exceed $32,141, to assist with the cost of improvements including interior framing, electrical, plumbing, related permitting, etc.

On April 23, 2024, the CRA Board approved a First Amendment to the Agreement and extended the termination date to July 1, 2024.

On July 23, 2024, the CRA Board approved a Second Amending to the Agreement and extended the termination date to September 1, 2024.

During the course of renovation, two (2) change orders increased the scope of work and the cost of construction by $10,040. The additional work would be eligible expenses under the CRA’s Site Development Funding Assistance Program. The Grantee has requested additional funding assistance to assist with the costs associated with the increased scope of work.
