Background:
The National Pollution Discharge Elimination System Permit (NPDES) MS4 Permit issued to Palm Beach County by the Florida Department of Environmental Protection, requires the City to treat stormwater runoff prior to discharge to state waters. One of the best management practices adopted by the City in it's Stormwater Master Plan includes the installation of drainage swales along existing roadways. The retention and conveyance provided by swales treats and improves water quality from rainfall runoff.
The target areas for installation of drainage swales are identified through inspections conducted by the Engineering and Project Management Division. Inspections are routinely planned after rainfall events for roadways impacted by standing water and flooding. Drainage swales installed in the City’s right-of-way are more cost effective than buried drainange infrastructure. The areas selected for this year's Swale Project (Project No. 2015-034) are the Lake Forest South and Lakeview Drive neighborhoods.
The recommendation for award is in compliance with the City Code of Ordinances, Chapter 36, Section 36.02(A)(1), "Competitive Bids". This project was advertised on March 17, 2016 as a competitive bid. The City received one proposal on the due date of May 20, 2016.
