Recommended Action:

The Development Services Management Group (DSMG) is asked to make a recommendation to the City Commission regarding the Impact Event known as Easter Sunrise Service to be held on Sunday, April 5, 2026. This event is deemed an Impact Event due to a requested closure of the major roadway of State Road A1A between East Atlantic Avenue and Miramar Drive.

Background:

Cason Church submitted a Special Event Application on January 23, 2026, for the event Easter Sunrise Service to be held at the pavilion at Atlantic Avenue and A1A and also on A1A between Atlantic Avenue and Miramar Drive on Sunday, April 5, 2026. Anticipated attendance is 450 participants for the Easter Sunrise Service. The church has been holding this service for over 50 years. The service will be attended by both residents and tourists. The service will take place at the pavilion and in the roadway. This event has taken place every year and most recently on Easter Sunday of 2025 without issue. However the event in 2024 did violate the permit by having speakers and attendees on the beach.  Cason church was warned of the violation and will be reminded of this to make sure it does not happen again in the future. The road will be closed from 4am - 8am and the event will take place from 6:30am - 7:30am.
