Motion to approve the 2023-2024 Consolidated Annual Performance and Evaluation Report required by the United States Housing and Urban Development (HUD) for utilization of federal grant funds.

Background:
The Consolidated Annual Performance and Evaluation Report (CAPER) serves as a key document for the Department of Housing and Urban Development (HUD) to monitor the use of federal funds allocated to housing and community development programs pursuant to the regulations established under 24 CFR 91.520. The CAPER for the period from October 1, 2023, through September 30, 2024, provides an overview of the progress and outcomes of activities outlined in the City’s 2023-2024 Action Plan, and it reflects updates to the goals and objectives established in the Consolidated Annual Plan (2020-2025). The report is made available for public review and comment for at least fifteen days (from November 30, 2024, to December 17, 2024), in accordance with HUD regulations. As of now, no public comments have been received. These funds were used to address community-identified needs for very low and low-income residents, with 100% of the funds benefiting these populations.

Key Activities and Financial Expenditures for FY2023-24:
1. Housing Rehabilitation:
o CDBG (Community Development Block Grant) funds were allocated to complete two (2) housing rehabilitation projects. An additional fourteen (14) projects are currently underway estimated at $441,322.80.
o A total of $63,335.41 was expended for these housing rehabilitation activities.
