Motion to approve Service Authorization No.12-23 in the amount of $9,000.00 for additional engineering services related to traffic warrant study for a No U-turn sign at the intersection of US Highway 1 (US-1) and Tropic Isles Boulevard.

Background:
Earlier this year, the Florida Department of Transportation (FDOT) performed a routine inspection at the intersection of US-1 and Tropic Isles Boulevard and identified a "No U-turn" sign that was not approved/permitted by FDOT. The FDOT advised the City that the "No U-turn" sign would be removed. The City requested that the FDOT hold off on removing the sign in order to provide sufficient time to conduct a warrant study to determine if the sign is justified.
This issue was discussed by the Development Services Management Group (DSMG) on June 30th, 2016. The DSMG decided that moving forward with a warrant study was appropriate. On July 7, 2016, Jonathan M. Overton, Assistant Director Traffic Operations Engineer from FDOT, notified the City that the No U-turn sign would be removed since there is no regulation that supports the need for this sign. Mr. Overton also recommended the sign could be reinstalled should a warrant study determine the sign is justified in its current location. To date the FDOT has not removed the No U-turn sign.
The "No U-turn" sign was required by the City as a condition of approval for the Delray Place commercial plaza. The sign was included in the plan sheets associated with FDOT Permit 2013-A-496-0017. The sign was installed by the developer's...
