APPROVAL OF A LETTER OF AGREEMENT (LOA) WITH THE FLORIDA AGENCY FOR HEALTHCARE ADMINISTRATION (AHCA) FOR PARTICIPATION IN THE MANAGED CARE ORGANIZATION (MCO) PORTION OF THE PUBLIC EMERGENCY MEDICAL TRANSPORTATION (PEMT) PROGRAM.

Staff recommends the approval of the Letter of Agreement (LOA) to facilitate additional reimbursement of Medicaid dollars for providing emergency medical transportation to individuals covered by one of Medicaid's Managed Care Organizations.

Background:
AHCA is the agency responsible for administering Medicaid and Medicare in the State of Florida. Participation in the MCO portion of the PEMT program is expected to generate an estimated $84,277 of additional revenue in FY 21-22. To accept these funds the program requires the City to make an Inter-Governmental Transfer (IGT), to AHCA in the amount of $32,843. The IGT funds are used by AHCA to "draw down" the federal funding for this program and are recouped as part of the $84,277 of new revenue.
The City has participated in this program for the last two years, which generated nearly $161,342 in fiscal year 2010-21. The renewal of the agreement and execution of this LOA is required prior by October 1, 2021, to be eligible for payments in State FY 21-22. MCO payments are made directly to the City's Medicaid collection by theMCOs, when those funds are by AHCA.
City Attorney Review:
Approved as a form and legal sufficiency.
Funding Source/Financial Impact:
The IGT amount was included in the budget proposal for FY 21-22. If approved, the IGT payments would be made to AHCA, allowing AHCA to draw additional federal funds for this program.
