Motion to approve the Fire-Rescue purchase of a total of six (6) LUCAS™ Chest Compression Systems as a City Standard, two (2) through a reimbursable 2016 EMS Grant through Palm Beach County, four (4) from budgeted funds and to trade in six (6) of our current Zoll AutoPulse devices for an amount not to exceed $89,291.83.

Background:
Each year, Palm Beach County receives a state grant that is specifically for improvement in emergency medical services (EMS). This year the County has received funds in the amount of $205,012.00. These funds are to be used solely for the improvement and expansion of pre hospital EMS throughout Palm Beach County. Delray Beach was awarded a $32,000 grant for 2016.
The Fire Department is currently using the Zoll AutoPulse chest compression device. This device is used to provide mechanical chest compressions during cardio pulmonary resuscitation (CPR). The Zoll AutoPulse devices were originally purchased in 2005 through a similar EMS grant. These devices have served us well but have become very costly to maintain. Due to the cost of maintenance, warranties, and battery replacements, the Department now carries the Zoll AutoPulse on just three (3) of its six (6) Rescue transport units. Initially all six (6) Rescue units carried the Zoll AutoPulse.
Due to these factors, the Department has conducted research to find a replacement device. The LUCAS™ CPR device was selected as the new City Standard for the following reasons:
· Cost: The total cost of using the LUCAS™ device is significantly less than the Zoll AutoPulse. See attached comparison for details.
