Background:
October 10, 2022: The City of Delray Beach advertised Request for Proposal (RFP) No. 2023-002 seeking qualified, experienced and licensed firms to provide Security Guard Services for the Parks and Recreation Department, including services for the Delray Beach Open, the month-long Holiday Village and concerts at Old School Square.

Eight (8) companies met requirements. The City negotiated with the first and second-ranked vendors and recommended both for award. If the primary vendor, Professional Security Consultants, Inc., is unable to accommodate the City’s needs, the City may utilize the secondary vendor, Deco International Security Corporation, to avoid any lapse in service.

On February 7, 2023, the City Commission approved Resolution No. 33-23, authorizing an agreement with Deco International Security Corporation for an estimated initial three-year term amount of $409,800.

On October 10, 2023, the City Commission approved Amendment No. 1 to RFP No. 2023-002 with Deco International Security Corporation. Deco was unable to provide services at the agreed upon pricing schedule due to rising salary costs. Amendment No. 1 revised the pricing to reflect current wage standards for unarmed security guards and their supervisors, resulting in a new estimated contract value in the amount of $486,291....
