Recommendation
Following the interviews conducted by the elected officials, it is recommended to proceed with the selection of one of the proposed candidates to fill the Internal Auditor position.

Background:
On November 4, 2025, the City of Delray Beach (City) Commission awarded a one year agreement with Raftelis Financial Consultants, Inc. for professional consulting services in a an executive search for an internal auditor.
A position description with a recommended pay range, brochure and recruitment timeline were created and approved. Please see attachments A, B, and C respectively.
The five applicants selected for interviews were: Elana Georgiev, Andre Loehrer. David Medrano, John Mickevice, Eric Terado Romero. All finalists participated in one-on-one virtual interviews with the elected officials.
The Mayor and City Commissioners were then requested to rank the candidates in order of preference and submit their list to the Human Resources Department for tabulation. The two candidates with the highest points were invited for this public interview with the Commission:
Funding Source:
001-11-001-513-12.10 - General Fund, City Commission, Administration, Legislative. The fiscal impact will depend upon the terms and conditions negotiated in the offer. However, the base salary cannot exceed the maximum of the pay range which is $179,337.60.
