Title
PRESENTATION BY THE OPIOID SETTLEMENT ADVISORY COMMITTEE (OSAC) OF THEIR RECOMMENDED OPIOID SETTLEMENT FUNDS EXPENDITURE PLAN FOR 2026-27.

Body
Recommended Action:
Recommendation
The City Commission is asked to receive the presentation and recommendation of the OSAC.

Body
Background:
In accordance with General Administrative Policy GA-11, the Opioid Settlement Advisory Committee (OSAC) is required to present, prior to May 1st of each year, to the City Commission, its recommendation on an Expenditure Plan for Opioid Settlement Funds that will be available for the next State of Florida fiscal year (July 1 - June 3). This deadline is designed so sufficient time remains for the City Commission to finalize an Expenditure Plan in time to submit the Plan through the State's electronic portal by July 1.

This is the first year in which the OSAC has been in existence and is making a recommendation. The group began meeting in August of 2025 and has met 9 times to understand their mission and to formulate a recommendation. Based on all the information presented and discussed during these meetings, the OSAC adopted the following at their April 6, 2026 meeting:

To make a recommendation to the City Commission to use 100% of the available opioid settlement funds towards a Mobile Integrated Health program.

Members of the OSAC will be in attendance to present this recommendation to the City Commission and to answer any questions the Commission may have.

An item will be scheduled a June City Commission meeting for the City Commission to discuss a final Expenditure Plan for Opioid Settlement Funds for FY 2026-27.
