Background:
On April 16, 2019, City Commission approved an Agreement with Prolime Corporation for Wet Sludge Hauling, pursuant to Resolution No. 95-19, under the terms and conditions of Solicitation No. 18-7416 with Collier County. The initial term of the contract was for three (3) years effective from April 16, 2019 through September 24, 2021 with three (3), one (1) year renewal terms valid through September 24, 2024. On October 20, 2020 City Commission approved increased spending of $258,324 during the initial term. On December 7, 2021, under Amendment No. 1, City Commission approved a price increase for a new contract total value of $2,279,157.
The Water Treatment Plant (WTP) has experienced increased wet sludge hauling due to the repairs needed to the vacuum filters. Typical wet sludge hauling averages approximately thirty-eight (38) loads monthly. Since October 2023, the WTP has averaged approximately one hundred ten (110) loads over a period of (10) months. Repairs to the vacuum filters are sixty (60) percent complete for this project, and expect to be fully completed by the end of September, which will reduce the number of wet sludge hauling loads.
The Utilities Department (Department) is requesting an increase of $150,000 to the existing contract to cover the shortage to pay July invoice and projected removal of wet sludge for the month of August and through September 2, ...
