Motion to award Bid No. 2016-059C to Foster Marine Contractors, Inc. in the amount of $219,224 for the installation of sidewalks on SE 4th Street (Project No. 15-002).

Background:
SE 4th Street is bordered by residential and commercial uses; and is close to the downtown area, linking the two important roadways, Swinton Avenue and SE 5th Avenue. Portions of the sidewalk exist along SE 4th Street, however, there are gaps that currently prevent pedestrian connectivity. The Community Redevelopment Agency (CRA) and the City of Delray Beach conducted various meetings to determine the most feasible areas within the CRA District to provide safe, functional, and accessible sidewalks for pedestrians. The purpose of this project is to provide sidewalks which meet the City’s established level of service for areas with high pedestrian traffic. The City considered the following factors for the installation of sidewalks with in the CRA limits: 1) Installation of sidewalks on both side of the street, 2) installation of sidewalks and connectivity near schools and churches, and 3) installation of sidewalks by parks to accommodate safe pedestrian travel.
The project improvements include the construction of 5’ wide concrete sidewalk, and swales on both sides of SE 4th Street from Swinton Avenue to SE 5th Avenue.
On February 4, 2016, the City issued Bid 2016-059C for the installation of sidewalks on SE 4th street (Project No. 15-002). The City received three (3) responses on March 4, 2016. Foster Marine Contractors, Inc. submitted the lowest responsive bid with the price of $219,224.
