Recommendation
Approve the Interlocal Agreement (“ILA”) between the City of Delray Beach (“City”) and Delray Beach Community Redevelopment Agency (“CRA”) for funding Carver Square Park, in substantially the same form as attached in Exhibit A.

Background:
The implementation of many of the projects contained in the CRA’s Community Redevelopment Plan, particularly the public infrastructure projects resulting from the adopted Neighborhood and Redevelopment Plans, require a joint City/CRA effort. The typical arrangement involves the CRA funding all or a portion of the project, and the City’s staff overseeing the bidding and construction processes.
The approved Fiscal Year 2023-2024 CRA Budget provides funding in the amount of $360,000 for Carver Square Park (approximately located at SW 3rd Street and SW 7th Avenue.) The improvements planned include the installation and construction of a new play structure and additional play equipment, and new turf. See Exhibit B.
At this time, CRA Staff is recommending the CRA Board approve the Interlocal Agreement between the City of Delray Beach and the Delray Beach Community Redevelopment Agency for the improvements to be installed and constructed at Carver Square Park, in an amount not to exceed $360,000, in substantially the same form as attached in Exhibit A.

The CRA Legal Counsel has reviewed the ILA for legal form and sufficiency.
