Motion to approve additional spending on RFP 2022-038 with One Parking, Inc., for Comprehensive Parking Management Services, in the amount of $644,934.

Background:
On March 28, 2023, the City Commission (City) approved Resolution No. 57-23 to award an agreement to One Parking, Inc. (One Parking), for Comprehensive Parking Management Services, pursuant to RFP 2022-038.
On April 26, 2023, the City approved Amendment No. 1 to permit One Parking the use of three (3) City-owned vehicles for the exclusive use of patrolling and enforcement as required by the agreement.
On September 18, 2023, the City approved the FY2024 through FY2028 Capital Improvement Program (CIP) Budget, which included $1,000,000 for Parking Technology Improvements. This project includes installing parking sensors at city owned surface lots, garages, and on-street parking. The on-street parking sensors will show the exact spaces that are available, while the surface lot and garage sensors will show how many spaces are available. Residents and visitors will then be able to view available parking simply by checking the city website or app, MyDelrayBeach.
The one-time cost to implement the infrastructure improvements, which includes sensors in thirteen (13) surface lots, three (3) garages, and approximately 1,200 on-street parking spaces, is $447,060. There will then be an annual fee of $87,944 for technology maintenance. For Year 1 of the initial term, this results in an increase of $21,986 for December 2023 - March 2024, and $87,944 for each year thereafter, including renewal terms.
