Staff recommends proceeding with a formal presentation to the Commission on the Florida Recovery Obligation Calculation (FROC) program, with the intent of pursuing adoption as a city-wide initiative.

Background:
The Florida Recovery Obligation Calculation (F-ROC) is a state-sponsored program that standardizes the approach to FEMA's Public Assistance process, helping Florida communities reduce risk and Prepare to Recover. The City of Delray Beach will undergo a Disaster Readiness Assessment (DRA) evaluating preparedness across five areas, Applicant Experience, Policy and Procedure, Documentation, Procurement, and Contract Administration to identify gaps, strengthen federal reimbursement documentation, and enhance the City's ability to recover disaster-related costs.
