Motion to Approve Selection Committee rankings of RFP No. 2016-069L and for staff to enter into negotiations for a contract which will be brought before the Commission for final approval.

Background:
Staff recommends a motion to approve Selection Committee rankings for RFP No. 2016-069L, Enterprise Resource Planning Solution, in the order listed herein. This bid is in accordance with Ordinance Section 36.02 (A)(2) “Request for Proposals, Requests for Qualifications, Requests for Letters of Interest.”

The Enterprise Resource Planning Solution RFP was to find a vendor to provide a comprehensive, fully integrated, public sector Enterprise Resource Planning (ERP) solution that included Community Development Management, Financial/Payroll Management, Human Resources Management, Utility Management, Facilities Management, and Customer Relationship Management (CRM).

On December 3, 2015, RFP 2016-039 was issued to find a vendor to provide the ERP system. On January 13, 2016, three proposals were received and evaluated for responsiveness. One vendor did not meet the correct bid bond amount requirement. The City ultimately decided to reject all bids from RFP 2016-039 due to lack of competition. After revising the RFP to allow more than one proposal from each proposer, RFP 2016-069L was issued. The issue date of this RFP was January 25, 2016, with a due date of February 12, 2016. Four proposals were received for this bid, and all four proposers met the responsiveness qualifications.
