Motion to approve Resolution No. 194-25, authorizing the City Manager to execute an agreement with Craig B. Kushnir, D.O., LLC for Medical Director services for Delray Beach Fire Rescue. Pursuant to Section 4.B.viii of the City’s Purchasing Policies and Procedures Manual, medical services are expressly exempt from the competitive procurement process. The agreement term is October 1, 2025, through September 30, 2028, at an annual rate of $52,440.

Background:

The Medical Director is responsible for the clinical oversight, quality assurance, and medical compliance of Delray Beach Fire Rescue’s Emergency Medical Services (EMS) program. Duties include developing and approving patient care protocols, overseeing training and continuing education for EMS personnel, reviewing patient care documentation, and providing online medical control in accordance with state law and national standards.

Dr. Craig B. Kushnir has served in this role with distinction, maintaining operational readiness, compliance with Florida Department of Health requirements, and adherence to best practices in pre-hospital emergency medicine. Utilizing the medical services exemption ensures the City retains an experienced physician who is already integrated into department operations, providing continuity of care oversight without interruption.
