Motion to allow the City Manager to enter into and execute a three (3) year agreement, with two (2) one-year renewal options with the following vendors to provide employee benefits: CIGNA to provide the City’s group health plan; P&A Group to provide COBRA administration; UnitedHealthcare to provide the City’s group dental plan(s); Humana to provide the City’s group vision plan; New York Life to provide the City’s group life, disability, FMLA administration, and worksite insurance benefits; Pet Benefit Solutions to provide a pet discount plan; and, LegalShield to provide legal and identity theft coverage.

Background:
The City’s current group medical plan with Cigna and several other insurance policies will expire on September 30, 2026. In preparation, the City’s consultant, Gehring Group, partnered with the internal purchasing department to issue a comprehensive Request for Proposals (RFP) for all insurance lines. Following a thorough review, the RFP committee recommends the following actions for the City's insurance coverage:
? Medical: Retain current provider, Cigna, for Medical ASO, Pharmacy, FSA and EAP.
? Dental: Continue with Solstice Dental, which is transitioning to its parent company, UnitedHealthcare Dental.
? Vision: Switch to Humana Vision Plan.
? Disability & Life: Bundle group disability, life, and voluntary worksite benefits with New York Life.
? Ancillary Policies: Retain ancillary benefits with PetAssure, LegalShield, and P&A Group (for COBRA administration).
