Motion to approve Resolution No. 166-24 to award an agreement with Prolime Corporation for Wet Lime Sludge Removal and Disposal, pursuant to ITB 2024-033, in a total not to exceed amount of $2,835,000 (respectively $567,000 yearly); and authorize the City Manager to approve renewal options, in the amount below, contingent upon appropriation of funds.

Background:
On May 30, 2024, the City of Delray Beach (City) advertised ITB 2024-033 for Wet Lime Sludge Removal and Disposal. The bid was viewed by twenty-three (23) entities. On July 17, 2024 the City received one (1) response to the Bid. As the only responsive, responsible bidder, Prolime Corporation recommended an overall unit price of 0.20/per gallon for an estimated 2,835,000 gallons per year. The bid award provides a total contract value totaling $2,835,000 for five (5) years, compared to previous 2018 overall contract total of $2,279,157. The initial term of the contract is for three (3) years, with two (2) additional one (1) year renewals, valid through September 2, 2029.

This Agreement for wet sludge hauling, removal and disposal of (slurry) from the lime sludge reactor unit located at the City's WTP to sites approved by Florida Department of Environmental Protection (FDEP) site, in accordance with applicable federal, state, and local regulations.

This motion is in accordance with Code of Ordinance Chapter 36, Commission Approval Required and Purchasing Policy.
