Motion to approved Resolution No. 170-24 to award an agreement to Dev-Land Demolition & Site, Inc., for lime sludge removal and disposal in a total amount not to $3,003,750 ($600,750 respectively per year), valid through September 30, 2029.

Background:
On June 14, 2024, the City of Delray (City) advertised ITB #2024-036 Dry Lime Sludge Removal and Disposal. The bid was viewed by twenty-six entities, in which three (3) firms responded: 1) Dev-Land Demolition & Site, Inc., 2) Austin Tupler, 3) and Prolime Corporation. On July 29, 2024, Dev-Land Demolition & Site, Inc. was deemed the lowest responsible bidder. The bid award provides a contract value totaling $3,003,750 for five (5) years. The initial term of the contract is for three (3) years with two (2) additional one (1) year renewals, valid through September 30, 2029. Staff recommends award to Dev-Land Demolition & Site, Inc.

The lime sludge removal process is an inert material mostly composed of calcium carbonate which is the result of the water treatment which includes softening the water. The City Water Treatment Plant generates large amounts of sludge during this process that must be hauled and removed.

This motion is in accordance with the Code of Ordinance, Chapter 36, Commission Approval Required and Purchasing Policy.
