Motion to Approve the Interlocal Agreement (Agreement) between the City of Delray Beach (City) and Palm Beach County (County). This agreement authorizes Palm Beach County to provide the City with Local Government Network Services, LambdaRail connectivity, and leased transport fiber between the City and the Northwest Regional Data Center (NWRDC) in Tallahassee. It also allows the County to access City-owned towers to install and operate a County WiMAX network at no cost to the City providing free WIFI to designated areas.

Background:
In 2010, the City entered into an Interlocal Agreement with Palm Beach County for network services, antenna placement, and wireless services.
In December 2014, the First Amendment updated the agreement to current contract standards, set antenna placement heights on the City’s communication tower, and allowed equipment upgrades to improve network performance.
In May 2016, the Second Amendment added network services to 40 City locations and provided a new 5GB transport circuit to the GoRack Data Center in Jacksonville.
In February 2018, the City Commission approved changes to discontinue the transport to the GoRack Data Center in Jacksonville and add a 1GB transport circuit to the Northwest Regional Data Center in Tallahassee. Internet bandwidth was also increased from 50MB to 1GB. Although approved by the City Commission and implemented by the County’s Information Systems Services Department, this amendment was not submitted to the Palm Beach County Board of Commissioners for final ratification.
