Motion to approve Resolution No. 136-24 ratifying the purchase order issued to Commercial Energy Specialists, Inc., for a total amount of $132,284.79 for the purchase and installation of new sand filters for the pool at Pompey Park.

Background:
On April 24, 2024, the pressure of the sand filters was extremely high and outflow of water had to be manually shut off multiple times to prevent draining of the pool. The pool has been closed and all programming has been canceled. The filters and sand need replacement and repair to assist in the water purification for the health and safety of our patrons.

Parks and Recreation reached out to eight (8) commercial pool companies to provide filter replacement and installation prior to the shut down as it had been causing problems. Of the three (3) quotes received, Commercial Energy Specialists (CES) was the lowest priced vendor and offers the preferred glass filtration media versus sand.

In order to re-open the pool and resume operations and programming before our peak Aquatics season, we submitted quotes and were approved to move forward using the Emergency Purchase Provision in the Purchasing Policies and Procedures Manual Section 39. An emergency purchase shall be defined as an unforeseen or unanticipated urgent and immediate need for equipment, supplies, or services where the protection of life, health, safety or welfare of the community or the preservation of public properties.
