Motion to Adopt Amendment to the Local Rules of Procedure and Quasi-Judicial Rules of the Delray Beach City Commission.

Background:

Pursuant to the City Commission’s direction at its meeting on September 8, 2026, the undersigned drafted an amendment to the City’s Local Rules of Procedure and Quasi-Judicial Rules (the “Local Rules”).  The language included in the Local Rules reads as follows:

 

“In an effort to promote transparency and accountability and to maintain a clear and accurate record of the direction provided to the Charter Officers of the City (City Manager, City Attorney, and Internal Auditor), when the Commission provides direction during a public meeting, any subsequent modification, withdrawal, or reversal of that direction should likewise occur in a public meeting.  Commission direction given publicly shall not be altered through informal discussions with individual commissioners or by attempting to establish a consensus outside of a public meeting.”
